Competences are measured on individuals and prescribed by Europe. They form somewhere in between: in a territory, a firm, a training centre. The programme watches that level while its energy and industrial base changes.
Three moves: name the level nobody measures, observe it with narrative as evidence, and give the evidence a quality standard of its own.
The problem
Competence formation is counted at the individual level, through participation rates and qualifications, and prescribed at the European level, through frameworks. It happens at the meso level: the territory, the firm, the training centre. Nobody systematically measures the delay between an industrial change and a curricular response, or how that delay is lived by the people crossing it.
The programme
Observe that delay and its mechanisms in territories under energy transition, with narrative corpora as primary data alongside surveys: evidence in its own right, not illustration of quantitative findings.
The contribution
Narrative sciences as a method, with coherence and intelligibility, not statistical representativeness alone, as the quality criteria of narrative evidence. Findings go out as preprints first, so that territories and policymakers see them on a useful timescale.
Developed by the founder and used together. Each carries its provenance: where and when it was first run.
NECx
Workers, trainers and employers of one territory narrate, in structured circles, how their competences were formed, blocked or redirected. The transcripts form a comparable corpus across territories.
